The 1991 Mount Rushmore silver dollar was issued on the occasion of the golden anniversary of the national monument's creation. As part of the same program, half-dollar and 5-dollar gold coins were also issued. Surcharges obtained from the commemorative coin program went to the National Memorial Society of Mount Rushmore and the U.S. Department of the Treasury.

For the Mount Rushmore silver dollar, a maximum mintage of 2,500,000 pieces was set. The coins were available in a proof version minted at the San Francisco Mint or in an uncirculated version minted at the Philadelphia Mint. The U.S. Mint offered the coins for sale individually or as part of various sets containing half-dollar and 5-dollar gold coins. For a certain period, advance discounts were available.
